  1. Cut tops off bell peppers and clean out. Chop bell peppers tops for stuffing.
  2. sprinkle salt inside bell peppers
  3. lightly coat inside and outside of bell peppers with olive oil
  4. place in glass baking dish
  5. sauté onions and garlic until onions become translucent in olive oil
  6. add chopped bell peppers and cook until soft
  7. add 1 can of minced tomatoes, parsley, 1/4 cup basil, salt and pepper to taste
  8. cook until tomatoes are soft and place in mixing bowl
  9. brown ground beef, add salt and pepper to taste
  10. place in mixing bowl
  11. add 2 cups of rice to mixing bowl, romano cheese, mozzarella cheese, salt and pepper
  12. mix stuffing
  13. fill mixture into bell peppers

Topping

  1. mix together 1 can diced tomatoes, 1/4 cup basil, salt and pepper to taste
  2. garnish top of bell peppers with diced tomato mixture, romano cheese, mozzarella cheese

Baking

  1. cover baking dish with aluminum foil and bake for 30 minutes at 375 degrees.
  2. remove aluminum foil and bake for an additional 10-30 minutes until golden brown cheese
