6 Bring the mixture to a simmer and cook for 10-15 minutes or until all the flavors are combined.
Assembly
7 Layer tortillas on the bottom of the baking dish, overlapping slightly and cutting to fit if necessary.
8 Spread a layer of refried beans on top of the tortillas.
9 Add ¼ of the cheese over the beans.
10 Next, top with ⅓ of the meat mixture.
11 Repeat the layers, ending with a layer of tortillas.
12 Top with the remaining cheese.
Cooking
13 Move the oven rack to the middle position and preheat the oven to 375 degrees F.
14 Spray a 13×9 inch baking dish with nonstick cooking spray.
15 Bake for 15-20 minutes or until the cheese is melted and bubbly.
